Social Safety Nets

Displaced people need access to the government’s social safety net programme. This is critical because displaced persons should not be allowed to fall into extreme poverty and indignity. At every stage, displaced people should be linked to safety net programmes, including non-contributory pension schemes, conditional & unconditional cash transfers, school feeding programmes, and fee waivers for access to services, including health and education.

While the social safety net provides a floor (living standard) below which displaced people should not fall, the self-reliance model pulls displaced people into a state of economic activity and dignity. The government will require a database for displaced persons to link displaced persons to the national social safety net programme.
